They all have NHL teams in their areas. There are certainly hockey fans.
I don't think it is a question of if the Big Ten hockey conference will have more teams rather a question of when.
From the local paper here in Champaign. Talks about how the hockey push fell apart a couple years ago and how that was a good thing. This is a somewhat prevailing opinion as this is very much a basketball school. Don't take any money from basketball or else kind of thing.
I won't get into the numbers as I'm pretty sure the schools can tell whatever revenue story they want, but it is the excuse the Illinois fans need to knock down hockey.

I think there is good chance that the #2 seeds out east are #6 Maine and #8 Wisconsin.
It would seem to make sense that one of the two regionals out east is
#1 BC, #8 Wisconsin, and #9 Quinnipiac
If U Mass makes the tournament BU moves to the west and the #4 overall likely goes to Springfield and plays U Mass.
If U Mass misses the tournament BU stays in the east.
It is looking more and more likely that the Gophers will be in one of the two west regionals with either the #3 overall or possibly the #2 overall BU (if U Mass makes the tournament).

It is tied to Maine winning the Hockey East tournament and Michigan State winning the Big Ten tournament this results in Maine and Michigan State picking up the Pairwise comparisons against North Dakota.

It will be interesting to see if the Gophers or North Dakota is the #2 seed in Sioux Falls, SD. With Omaha being the #3 seed as the host it would seem it should be the Gophers to avoid the NCHC first round match up but will they allow it to happen in order to put North Dakota there to help with attendance?
Omaha is 12-2-2 in their last 16 games (9-1-1 in their last 11 games) including 3-0 against North Dakota and 3-1-1 against Colorado College so I would be totally cool with them putting North Dakota in Sioux Falls and the Gophers playing Western Michigan in Missouri instead.
Omaha beating North Dakota increased Colorado College chances of getting in from 31% to 51% and dropped U Mass chances from 57% to 35%.
This increases BU chances of staying out east.
One thing about the probability matrix is that it is based on how teams have played all season. In the conference tournament historically there are more upsets because lower ranked teams need to win to save their season while higher ranked teams are already in the NCAA tournament.

I agree with your overall thought that our thinking might not match the committee's but since only 4 of the top 12 teams are eastern teams BC, Maine, and Quinnipiac staying out east would seem to fit the committee's goals of helping with attendance with BU or U Mass also being out east.
If #9 Quinnipiac is kept out east putting them with #8 Wisconsin and #1 BC seems like a natural fit.
If Maine is kept out east then the Gophers play Omaha in Sioux Falls, Western Michigan in Missouri, or St. Could in Missouri.
If St. Cloud wins the NCHC tournament they move up to #12 (a #3 seed).
