But the reality is, a situation like that (hand out to the side, not in front of the body, blocking a ball heading towards goal) a penalty is almost always given.

His hand was coming down when it made contact with the ball. No effort to keep hands/arms tucked in. Easy call.
In the end, the ball hit his hand 10 feet in front of his own goal and deflected OOB on a scoring chance. It's the right call, it's not like it didn't happen.
