Wherever they say "Uranus and Neptune" with binoculars or telescope. Just assume telescope. There is ZERO chance you will see it with binoculars. It is not easy with an 8" telescope. I have seen both with my telescope and they are tiny little spheres the are pale-ish blue/green under high power.

I've even been at viewing parties where people have brought out 12-15 inch telescopes, and even in those, Uranus and Neptune are really just bigger blue dots.
If you've got a GOOD pair of binoculars, very steady hands, and luck on your side, you MIGHT see a very faint blue dot, but you won't know for sure that you're looking at a planet, or just a blue colored star (of which there are many that are visible).
Jupiter and Saturn, of course, are very different prospects. With those, a decent pair of binoculars will show a very clear disc, as opposed to just a dot. And, you might even see some of the moons, potentially.
