Tri City did and we know that Europe will take people like this in the past. Right or Wrong if you can play people will find a way to give people chances when it comes to sports.

I don’t see a college taking him as they would have risk of lawsuits if he repeats his behavior with students/faculty.

It's different when it's a pattern of bully a mentally challenged kid from elementary school thru high school. And only apologizing to the team that drafted him after it came out, and not the actual kid he bullied or his family. Dude can fucking rot. I would guess they would make the player spend one year at said school. Otherwise NLIs would seem to be pointless.
Once that NLI is signed, then he's headed there unless the terms of his entry to college change.
If he wants to go straight from HS to NCAA, then it's a great move for him. No way a school like Minnesota makes room for him to make that jump. There is always the portal if he wants to get a different experience down the line.

-The NLI basic penalty is that you lose one year of competition in all sports and must serve one year in residence at your next NLI institution.
