The auto feature doesn’t always turn on the headlight in bad weather during the day.
Probably the sensor being covered with snow?
Even though the daytime running lamps are lit in the front, the taillights are not; making cars difficult to see from behind in bad weather.
To the best of my knowledge it’s a headlight-only function.
The auto feature will flip between daytime running lamps (tail lights are off) when it is light out and full head light/tail light when it is dark. So police ask people to turn the lights to the ON position in bad weather. Not AUTO.
